Our Team
We are a Singapore-registered organisation rooted in Asia, with associates across the region and beyond. We work alongside – as facilitators and learning partners - in health and social sectors to strengthen the organisational conditions through practical, locally grounded approaches.
WHY ARQ
We have worked with organisations of every size and shape. We see our role to be enabling and navigating changes. We create room for reflection, learning, and adaptation. Sometimes this means listening deeply or naming issues that need to be addressed. Other times it involves shaping conversations or charting next steps.
Our engagements are led by practitioners with experience across diverse, resource-constrained settings. We stay embedded and work alongside teams to strengthen what must remain after external support ends. That is the real measure of our work — not what we bring in, but what stays behind.

A movement of community-trusted leaders and organisations, with influence over the policies that shape global health and health equity.
Mission
Arq by Allyvate supports that movement, staying embedded until each leader and organisation can narrow health equity gaps in its own community -and help the next one do the same.

That same idea shaped our name. We chose "Arq" for two reasons.
It plays on the word "arc" evoking movement and momentum. It also honours Ah Q, the satirical protagonist of Lu Xun's novella, whose refusal to stay down we read as a kind of resilience.
Meaningful change works the same way. It is human and imperfect, shaped by context.
We see this same resilience in the leaders and organisations we work with. They do not wait for the right moment or avoid tension. They keep moving, like water — finding a way around, through, or forward.
Arq is intentionally small, with plans to grow the tribe over time. We see ourselves as one part of a larger ecosystem — one model among many ways organisations are supported to grow.
OUR APPROACH
Strategy-to-delivery
We strengthen how intent becomes coordinated action in everyday work, so that strategy can be enacted and adjusted in real-world conditions. For example – at an emergency care unit, this meant a clear escalation pathway : simple rules for when a patient needs a higher level of care, and who to call – turning judgment in to a shared standard.
Experience-to-learning
We strengthen how experience becomes insight and improvement, so that what happens in practice continuously shapes how the work evolves. For example – an evaluation done together with a team, not handed over as a report at the end, so lessons shape how the organisation runs next time.
Our approach is particularly suited to organisations navigating experimentation, transition, or periods of heightened institutional complexity.

WHAT WE DO



STRATEGY & FACILITATION
We design and facilitate processes that help teams navigate complexity, align on purpose, and move forward together. Our work bridges the gap between intention and action through facilitation, sensemaking, and adaptive strategy.
RESEARCH, EVALUATION & LEARNING
We generate actionable evidence to inform decisions through applied research, evaluations, participatory studies, and GIS. Our work builds local capacity for continuous learning, using traditional and emerging data.
COLLABORATIVE INFRASTRUCTURE
We support cross-sector collaboration. Our work ranges from light-touch operational support to embedded, integrated development, and mobilising partnerships and resources.
IMPLEMENTATION AND PROTOTYPING
We co-develop early-stage initiatives with communities, adapting emerging evidence into projects or programmes. Our work supports implementation in complex or transitional settings.
